Jill Apperson, Director of Sales and Marketing

Jill brings two decades of experience in sales, marketing, and workforce solutions within the transportation industry. As director of sales and marketing, Jill leads Luma’s strategic growth initiatives while building strong relations with industry partners. Prior to joining Luma, Jill spent 8 years with AppleOne, where she oversaw multiple markets focused on Talent attraction, acquisition, and retention for clients within the transportation industry. Jill is an active member of multiple associations and sits on several committees to help improve workforce initiatives across several key areas.  

Dr. Gina Anderson, co-founder and CEO

Dr. Gina Anderson is the CEO of Luma Brighter Learning, a three-time Inc. 5000 Fastest Growing Company (2023–2025). A learning scientist and TEDx speaker, she applies evidence-based learning science to the supply chain ecosystem to improve safety, strengthen compliance, and reduce operational risk. She is the author of Thrive: How Learning Can Ignite a New Way Forward, a #1 bestselling book in Neuroscience, and a contributing author to Perspectives on Invisible Illnesses. Recognized as a thought leader by Fleet Owner and an Inc. contributing author, Dr. Anderson hosts the I Love Learning and On the Front Line podcasts, spotlighting mental health and leaders shaping safer, more human-centered industries. She holds a Doctorate in Education in instructional systems technology with a minor in learning science from Indiana University.

Dr. Scott Anderson, co-founder and CTO

As co-founder and COO of Luma Brighter Learning, Scott brings more than 25 years of experience inventing and building technology. Scott leads the creation of Luma’s award-winning learning management system and is an expert in making complex technology simple to apply and use. By incorporating gaming and collaborative learning experiences to reward students for engagement, Scott has created a system that is accessible to all.

Prior to co-founding Luma, Scott served as president of RemSense, creating innovative remote-sensing technologies for clients in the scientific, academic, and tactical communities. He also served as an engineer for the U.S. Department of Defense, developing algorithms and optical systems for tactical applications. He holds patents on key algorithms and sensor architectures used in today’s tactical military sensors.

Scott holds a Doctor of Philosophy in electrical engineering from the University of Illinois at Urbana-Champaign, a Master of Electrical Engineering from the Air Force Institute of Technology (AFIT), and a Bachelor of Electrical Engineering from the University of Dayton.

Stacy Reinsel, Head of Client Engagement

Stacy Reinsel brings 15 years of transportation industry expertise to her role as Head of Client Engagement at Luma Brighter Learning. Known for her strategic leadership, customer-first mindset, and ability to build lasting partnerships, Stacy is passionate about delivering innovative solutions that drive behavior change, promote safety, and improve compliance across the logistics sector.

She is a strong advocate for elevating the learner experience through data-informed strategies and is deeply aligned with Luma’s mission to create brighter learning outcomes. Stacy also serves as Board Chair of Sponsorship and Women in Transportation for the Transportation Club of DFW and mentors emerging leaders across the industry.

She lives in Texas with her husband, Chad, and their children, Davonté and Kathlynn.

Julie Decker, Director of Operations

Julie brings nearly 20 years of leadership, educational, and fleet management experience to Luma Brighter Learning. As director of operations, Julie oversees the day-to-day operations and actively engages in customer and industry relationships. She is responsible for the strategic development of client onboarding, successes, and sales processes. Julie leads the customer success team through the development of strategic initiatives, workflow processes, and project prioritization.

Prior to joining the Luma team, Julie served as the project and development manager for Paper Transport, where she worked to actualize strategic goals through project management, development management, maximized business partnerships, and enterprise change management. She also served in the role of organizational development manager for Paper Transport, leading enterprise learning and employee development strategies.

Julie holds a master’s degree in arts management from Purdue University and a bachelor’s degree in design and technology from the University of Wisconsin–Green Bay.
